Distilled water is a poor conductor. For conduction in any liqiud it must have +ve and -ve charged ions. Water in pure state doesn't dissociate appreciably to give enough ions for electrical conduction.
But when soluble ionic compounds are added to it, their ions help water molecules to dissociate and give more ions for good conduction.

This question demands a comparison - poor with regard to what?. Water is a good solvent compared with carbon dioxide. Water is a poor solvent compared with nitric acid.
