purevolume in fact is legal. The only times when purevolume is considered illegal is when someone uploads music that happens to not be their workon purevolume. So you be fined for downloading for purevolume.

You should first know that any website or company claiming to be able to increase your PureVolume plays for you if you pay them is ripping you off. Unfortunately so many companies are doing this that it is becoming increasingly difficult to get your music played.
