No. England, Scotland, Wales, Ireland, Channel Islands, Gibraltar and Cyprus all have their steering wheels on the right. In the rest of the world, most countries that were part of the British Empire in the late nineteenth century also have their steering wheel on the right and drive on the left hand side of the road. Japanese drivers also have their steering wheels on the right.
