We as muslims believe every women and man are our relatives. So in that term yes, every muslim girl is kasims sister. This however can vary becasue if everyone was kasims sister than he would be having intercourse with his own sister which genetically is wrong. So saying every muslim girl is my sister bascially relates resoecting womens.
For example kasim had a relationship with a girl who he found out was a man later on. This was very sad on him but later he considered as his sister. This can be wrong to becuase i saw them having fun toghether the other night.
