Is evil only in the mind why?

I would say no. Perhaps it starts out there, but almost always, what you think about turns into actions... and that is when evil turns into something outside the mind.

While it is true that different cultures and groups interpret actions differently, a person within that culture or group learns evil slowly, and is not just born with a different way of thinking about evil. We see this with criminals in escalating offenses, and with addictions as well. Some people, who have taken themselves past the ability to feel remorse, escalate in order to feel something...

In almost all cultures some things are still labeled as evil... murder, harming a child, etc. Some actions seems to carry inherent value or non-value to the human family, and not just to individuals. Obviously all human laws or rules in our societies are not based on these inherent values, but there do seem to be some that persist across all people.
