The only form of nuclear energy currently used in the US, or anywhere in the world for that matter, to produce electricity is nuclear fission. There are ongoing experiments to attempt to use nuclear fusion, but the technological problems with that have not paid off yet.
Some US Cities have passed laws that make it illegal to possess atomic weapons in that city. Purely a symbolic gesture, and frankly, a waste of time and resources. Nuclear weapons are owned and controlled by the US Govt, which is not subject to city ordinances.
It is illegal for private individuals to prepare bombs of any type. But countries can do what they want to. Ownership of highly enriched Uranium, Uranium-233, or Plutonium by private individuals is illegal in the US and probably several other countries. Without one or the other no nuclear bomb can be built.

Within the continental US there have been just short of 1000 nuclear detonations for various purposes, over 95% of these were within the Nevada Test Site just north of Las Vegas, NV. This does not include safety tests, plutonium dispersal tests, RaLa tests, etc. that produced no nuclear yield but were experiments required for bomb development.
