Not really. Fallout 3 is not so much a 'post apocalypse', but a 'post post apocalypse' with pockets of rebuilt civilisation. It is a rough and wartorn world, but ultimately it's a giant playground full of weapons, ammo and other tech toys. It is an RPG at heart and not really much of a survival game.
