They can be and slim people can be very unhealthy. If someone eats healthy food but not moving or eat too much he can be overweight which is not healthy but he can still be healthier then a slim person eating unhealthy food. It also depends on what you mean by "fat". How much overweight are we talking about? Many are for example overweight but would never consider themselves to be. It can take many years until the problems sneak up on you.

I don't know about polar bear fat, but I know that eating cow fat isn't healthy. Eating any form of fat in large quantities is not healthy. Fat is very essential for a healthy body but at the same time, excess fat in diet may lead to obesity, cholesterol, heart problems etc.
Puppy fat as in baby fat? Depends. If you don't try to stay healthy then you will have your "puppy fat" AND the rest of your body weight. But then again, if you are one of those people who want to stay healthy -or are one of those people who can eat whatever they want and not gain a pound-, your "puppy fat" will no longer be there. But like I said, it just depends on your body and how you treat it.
It's better to be HEALTHY. Anyone that is too thin or too fat can have some VERY serious health risks. That said, thin people and fat people CAN be healthy. Also, it's possible to be a healthy weight and unhealthy at the same time. So, eating healthily and regular exercise is far more important than what the scales say!
