In the United States, federal meat inspectors will condemn carcasses of any birds that show lesions of avian leukosis. If you try to sell the meat of birds with visible lesions, you may be prosecuted under the Poultry Products Inspection Act for selling adulterated product.

However, if you are slaughtering the birds for yourself, or the birds don't have visible lesions, there is no legal problems. Food safety wise, avian leukosis is a cancer and therefore is not contagious to humans - you probably won't get sick eating the meat of a bird with avian leukosis.
