If the fuel gauge isn't working on a 1999 Chevrolet Blazer it could possibly be because the float is stuck in the fuel tank. I had this problem when I got my 99 blazer, the float and sensor for the fuel gauge is on the fuel pump which is in the fuel tank to keep it temperature regulated. I had to replace my fuel pump, which ended up going bad on me, and after it was replaced the gauge works just fine.

more than likely you will need to replace the fuel pump. its probably located on the top side of the fuel tank. the float which is a part of the pump is what makes the gas guage work.
sounds like the module wasn't oreinted properly and the float is hitting the side of the tank

The fuel gauge is on what is called a float. The float rises and lowers according to the level of fuel in the tank. That reading will change. If you are going up hill it may look more full than it really is, or if you are going down hill it may look lower than it really is (that could be the other way around.) The float moves freely and it will rise and lower. When you fill up and are on level ground it should give you a close to accurate reading.
