sounds like the module wasn't oreinted properly and the float is hitting the side of the tank

Find out what's wrong and replace the broken part. It's either a fuse, the sending unit (in the tank) the gauge (in the dash) or a damaged wire or connector.
210 to 220 is a safe range.

The voltage gauge on the Blazer is not the most accurate (cheap) When using the signals the voltage draw on the system is enough to make the gauge move slightly.
Bad sending unit in the fuel tank.
I'd check all connections to the guage first, then if sure it is not a connection issue then it must be the sending unit, which is in the tank.
About the only thing they have in common is the headlight switch. Have it checked out.
In the tank, it's called a fuel pump module.
