Goat's milk is found on oak isle. to get there, there is a cave just southwest of the river on east tiger isle. you need a key to get in which you get from MissLime in Narrowton inn by starting the captain hasty quest. once at the cave with the key, there are three levers. you must use trial and error to get the right combination which will send you to oak isle. Click is correct, bang and nothing happened means start over.
