I am not entirely certain what you mean by a "high seat." Governance is part of the job of congress. In the United States, the government has three branches (three parts). The executive-- the president; the legislative-- the congress; and the judicial-- the Supreme Court. Each branch has its own particular duties. And in a system known as "checks and balances," each branch is supposed to make sure that no one branch becomes too powerful. So, yes congress is a very important part of the government, since it is supposed to make the laws. The word "governance" means the act of governing, and that is certainly what congress is supposed to help with.
