The enabling legislation of the National Parks Service states that their purpose is "to conserve the scenery and the natural and historic objects and the wild life therein and to provide for the enjoyment of the same in such manner and by such means as will leave them unimpaired for the enjoyment of future generations."
Grazing can rarely leave an area "unimpaired for the enjoyment of future generations," so any commercial grazing that is permitted within the boundaries of national parks is only permitted if it (1) has long been done before the national park being established and (2) can be continued without destroying the essential nature of the Park. Thus, substinence grazing, and even hunting,is permitted within Lake Clark National Park & Preserve (amongst others).
