He did say honestly that on his mother's side, he has at least one Irish relative (a great-great-great-great-great grandfather) whose descendants live in the village of Moneygall; interestingly, he did not know much about these relatives till 2007. That said, politicians are always claiming to be one thing or another to make a good impression or to express their empathy for a particular group. Since Obama is black, he was probably attempting to be good-humored (since most people do not expect a black man named Barack Obama to have any Irish relatives); but he did tell reporters he was proud to learn more about his Irish ancestry, and hoped to connect with those relatives while visiting Ireland in 2011.

Well, yes it would, because for example, if your great great great grandmother was Hungarian, then you will have Hungarian blood inside of you too.
