No. It has a dozen different Player Versus Player arenas.

The most massive of which currently being the Alliance Battles, where twelve humans and a dozen Non Player Characters on each side are pit against each other in a point based battle.

But if by 'Is Guild Wars PvP free?' you mean that the Player Versus Player does not require any form of fee to access? Then the answer is yes, assuming you own a copy of the game.

Once you purchase the game, both Player Versus Player and Player Versus Environment become permanently accessible for your account.

If, however, you do not own a copy of the game; you can acquire free access to it through a '14 hour, or 7 day' trial, until said trial expires.
