In any case hacking is illegal in the United States due to the fact that it is altering/reverse engineering Software protocols which is a breach in both legality and purchase agreements. You are overstepping into someone else's rights by alter information. It is illegal in each state under different legal codes but regards to changing computer resources without consent and causing Damage or DISRUPTION of computer systems or networks especially in regards to those with Malicious intent.
