It depends on who you are asking. I myself prefer 2 over CE, because, not only of the graphical improvement, but of multiplayer maps, the Scarab Gun Easter Egg, storyline, and the BRead and ButteR of every halo game, with the exception of CE, Reach (reach has the new variant), and ODST (I'm not sure about this one have the absence), which is the revolutionary BR, or Battle Rifle. This is only my opinion, but take this into account to help with your own speculation

No. Halo 1 gave birth to the HALO franchise and its awesome. Any idiot who tells you otherwise has no respect for the classics. yes halo 1 did but halo reach started halo 1

From what I know it is Halo 1 Redone with better graphics and a few changes.
Is Halo the game better than Fable the game?
It depends which Halo and which Fable. If you mean Halo 1 vs. Fable 1, then I'd say Fable, because Halo 1 doesn't have multiplayer on the Xbox. But, if you mean Halo 3 vs. Fable 2, then I personally like Halo 3 better. Halo 3, even after you beat the campaign, the game has longevity because there is multiplayer, whereas once you beat the Fable campaign, you're bored with it.

I have played and beat them both on all difficulties, both are challenging, however Halo Combat Evolved Anniversary is more challenging so that makes H.C.E.A. better than H.R.

Yes I believe Halo 1 is harder than Halo 3 on easy. In Halo 1 you take significantly more damage in Halo 1 from each shot.
