Most religious believe that hell is below the ground. However, don't interpret this literally as they believe that hell is in another realm, not parallel to ours but still. So to answer your question hell is not literally on earth.
No. Scripture never claimed this. Hell being 'down there' is a human invention and is a metaphor since hell is a spiritual place.
That does not mean to say, however, that 'hell' does not exist. Jesus himself certainly believed in a state after death where there was 'wailing and gnashing of teeth' (a description in Jewish cultural terms of a state of sorrow and torment).
Most theologians and bible scholars regard 'hell' as not so much a localized place but a state of being - and is the opposite of eternal life in the presence of God. So hell may be regarded as a state where all that is good and wholesome has been rejected in favor of all that is evil and corrupt, and where there is the complete absence of God.
Then again, who's to say that hell isn't someplace like the sun, or even another planet? With as many planets as are in our solar system, what makes humans so sure that we are the ONLY intelligent life, as well as the only place WITH life?
