Technically the Horde and Alliance both formed an alliance with the Death Knights after the Death Knights where betrayed by the Lich King.
Each faction has a separate place to go to for each half of the pendant.For the Alliance:Westfall for alliance about 18,33 (you have to swim a lot.. the strong box is near a bubbling area)Darkshore for alliance about 49,11 (near some big rocks)For the Horde:The Barrens for Horde about 57,08 (in tha middle of the lake)Silverpine Forest for horde about 30,29 (bubbling area next to strong box)
Dustwallow Marsh is a place in World of Warcraft located in Kalimdor. The only road entry way is through the Southern Barrens on the road to Thousand Needles - a fork in the road with one leading south and the other leading east. The eastern road takes you to the Dustwallow Marsh entrance. It is a level 30 - 40 zone with both Alliance and Horde towns Brackenwall Village (Horde) in the northwestern Dustwallow and Theramore Isle (Alliance) in the Southeastern Dustwallow. There is a flight path located in each of these towns and is also boat accessible to Alliance.
To get to Dalaran, there are quest givers in the zone Dragonblight ( for the Alliance in Star's Rest, and for the horde, in Agmar's Hammer) that will teleport you to Dalaran. To use this way, I believe you must level 74 or higher. You can reach Dalaran by mage portal, or by warlock summons at any level.
I think it is that a horde wanders - it doesn't stay in one place for too long. A herd can be stationary. I'm not 100% certain of that, but that's my understanding.

grizzly hills are located just to the right of icecrown in northrend. it is a very good place to level up around 73-74 after tundra. you can gear up fast and the xp is quite reasonable for the simplicity of the quests. for level 80's it is also a very good place for daily quests.
