There are multitude of things that will cause this, all depending on variables. If the transmission is manual, the the shift fork could be bent or jammed. If you are trying to shift with the engine running, then the clutch may not be disengaging. The shift linkage could also be binding or in need of lubrication. If it's an automatic, then the problem may be electrical (if you have a newer car with an electrical transmission). With newer transmissions, the only thing you do with the "stick" is change the position of an electrical switch, which signals solenoids in the transmission to shift. Many have a brake-shift-interlock solenoid, which will not allow you to shift out of park, unless your foot is on the brake peddle. The brake-shift-interlock is usually located at the base of the shifter assembly, and if you listen closely, can be heard disengaging when the brake peddle is applied. If your automatic is an older electric or non-electric transmission, than a binding linkage or manual valve (inside the transmission's valve body) would be the place to start looking.

Locate the shift solenoid on the transmisson valve body. Then remove the enire wiring and solenoid. If you are planning on replacing the whole thing because of check engine light code 0773 then READ THIS CAREFULY. The torque converter may be the actual issue. Have you shift solenoid tested. But first check the wiring to see if its frayed. Also it could just be dirty. If you replace the solenoid keep in mind it is expensive and you will be paying for a $200 part plus the price of tranny fluid, gasket and sealer. One more thing if you goto Google.com and say for example "1995 Ford Explorer shift solenoid photos" I think the first link that pops up will have images right under that, click that link and it will show you A LOT of pictures discriptions and everything else about whatever it is you're looking for. I hope this helps as I am currently having to replace the shift solenoids in my 1995 Ford Explorer. Not difficult really just becareful not to lose springs or the retaining clips that hold the solenoids in place. Good Luck.

buy a new starter switch. WAIT! I had the same exact problem and replaced the solenoid with the same result. It is actually the neutral switch not making contact when you are engaging the clutch. Try pressing the clutch down really hard and it may start. Or better yet, just adjust the contact switch towards the clutch and you have fixed the problem! Unless the starter switch is the same thing the mechanic that told me it was a neutral switch
