There are multitude of things that will cause this, all depending on variables. If the transmission is manual, the the shift fork could be bent or jammed. If you are trying to shift with the engine running, then the clutch may not be disengaging. The shift linkage could also be binding or in need of lubrication. If it's an automatic, then the problem may be electrical (if you have a newer car with an electrical transmission). With newer transmissions, the only thing you do with the "stick" is change the position of an electrical switch, which signals solenoids in the transmission to shift. Many have a brake-shift-interlock solenoid, which will not allow you to shift out of park, unless your foot is on the brake peddle. The brake-shift-interlock is usually located at the base of the shifter assembly, and if you listen closely, can be heard disengaging when the brake peddle is applied. If your automatic is an older electric or non-electric transmission, than a binding linkage or manual valve (inside the transmission's valve body) would be the place to start looking.

buy a new starter switch. WAIT! I had the same exact problem and replaced the solenoid with the same result. It is actually the neutral switch not making contact when you are engaging the clutch. Try pressing the clutch down really hard and it may start. Or better yet, just adjust the contact switch towards the clutch and you have fixed the problem! Unless the starter switch is the same thing the mechanic that told me it was a neutral switch
