No. iOffer is not safe. Some sellers trick you into thinking that they are selling $20 dollar Ugg boots, but they take your money and never reply and give you the item. Of course, some sellers on iOffer are honest, and will give you the item, but it will usually be a little pricey; less than the retail price, but not by much.
Things that are too good to be true usually aren't true.
