You have to be somewhere with a free wi-fi connection in order for it to be free. For instance, if you go to Starbucks, you can connect to the wi-fi because it isn't password protected and it will be free. If you are trying to connect to a neighbor's wi-fi though, you won't be able to because there is usually a password.
