The cub was nicknamed "Fluffy" - a unisex name and it had no decided gender. Then they made a sequel (likely because of the exploding popularity of the original film) and decided the cub would be a girl named Kiara. All they needed to remember was that there had been a cub, that's why the ceremonies and cubs' looks somewhat differ from each other.
Anyway, on the commentary track of the DVD released in 2003, the film makers still call the cub "Fluffy" and do not give it a gender. So in its own movie the cub is not Kopa or Kiara, but the most official gender and name for it is the girl Kiara as she's the only official movie universe cub next to "Fluffy". If you ignore Kiara the cub becomes again officially genderless and any identity given to it would be fanfiction.
