It can be the sending unit is leaking or it can be a a leaking oil filter, oil drain plug, rear main seal, valve cover gasket, or any number of other leaks. Inspect the engine and find the source of the leak.
Check for power and ground to the sending unit. If they are good then you have a bad sending unit.
On most American made cars you can test the sending unit by removing the wire attached to the sending unit at the tank and ground or touch to the tank itself. If the needle on the gauge goes to full, the sending unit is registering properly. If it does not move it could also indicate the wire has been severed between the tank and the guage.

Common problem for rodeos in fact there was a tech bulletin put out for problems with the sending unit but no recall issued. So i think you will need to replace the sending unit in the tank
First thing I would check is to see if there is a good ground from the fuel tank sending unit to the frame. If there is not a good ground the gauge will not read properly. This is a common problem. If you are certain that the sending unit is bad try Clark's Corvair Parts at www.corvair.com. Page 69 of their catalog I think is where you will find it.
id say either a bad ground to chassis on the fuel sending unit (off the top of the tank.) or a bad gauge

Bad connection at wireing connector at the oil sending unit. Bad sending unit. Replace as needed.
Simple check is to ground the fuel sending wire at the fuel tank.If the gauge reads FULL then it is a bad fuel sending unit and you need to drop the fuel tank to replace it.If the gauge reads empty when you ground the wiring then it means you have a bad fuel gauge.I would lean strongly towards the sending unit be bad my 87 the gauge started reading about 1/4 tank less before it failed.
reasons for it to be floding out are O2 sensor bad or shorting out, fuel injecto stuck open. injector shorted to ground computer sending constant ground to fuel injector bad iac motor,tempature sending unit for computer bad, bad mass air flow. computer trying to compasate for vacumm leak
