The details depend on your telephone service provider; contact them if you want a definitive answer. Since area code 252 (northeastern North Carolina) and area code 757 (southeastern Virginia) are adjacent, there are probably some local calls between points located just across the state line from one another, but, unless you have nationwide long-distance, it is likely that some calls are toll.

Both North Carolina and Virginia are "toll-alerting" states, which means that you can find out easily if a particular call from a landline phone is local or toll: just try dialing the number with only the area code and number (e.g., dial 757-555-0123 instead of 1-757-555-0123). If the call goes through, it is local; if you get a recording telling you to hang up and dial 1, it's toll.
