Many local councils and city councils in Australia do not permit people to have more than two dogs. Breeders are excepted from this, as are farmers with working dogs.
Another exception is if someone moves from an area where more than two dogs are permitted into a council area where this restriction occurs. These people are not expected to get rid of one of their dogs, but neither are they permitted to replace the third dog when it dies.
The restriction to only two dogs is less common in rural councils.

It all depends on how much the breeder/kennel charges for the dog. Some dogs are worth more than others, younger dogs are worth more than older dogs, and prettier/cuter dogs are worth more than the more average dogs.
