It is never "safe" to kill a process, svchost or otherwise. Processes should be stopped using their defined interface. Failure to do so can result in data or system problems, due to possible error and inconsistency. Processes do "run away" or fail to respond. Killing them is often the only way to stop them. The computer should be rebooted if a svchost, or other service, process is killed. Data corruption might result, and restore from backup might be needed. (You do keep backups, don't you???) If you need to kill a process more than once, you should consider that something is wrong, and needs to be fixed.

svchost is a vital part of windows, and should NOT be deleted. Unfortunately, there are trojans that use the same name to fool you. This process should never be running as a regular user only the system and local service. This should give you an idea on whether or not it is safe to terminate.
