Failure to do so can result in data or system problems, due to possible error and inconsistency. Processes do "run away" or fail to respond. Killing them is often the only way to stop them. The computer should be rebooted if a svchost, or other service, process is killed. Data corruption might result, and restore from backup might be needed. (You do keep backups, don't you???) If you need to kill a process more than once, you should consider that something is wrong, and needs to be fixed.
