No. It is not inappropriate for a girl to make the first move. She should take it slowly and try to determine if there is any interest on the boy's part. She should definitely initiate some of the conversation to show that she is an independent person and pay attention to how the boy responds. If he shows an interest in her conversation that's a good sign. However, she should be prepared to handle the answer. Boys always face the possibility of rejection and if a girl decides to make the first move she should prepare herself for the possibility for rejection also. That's why it's smart to take it slowly at first and get to know the boy and whether you might be compatible.
