There is prob a bad relay that's not triggering the fans to turn on.
You probably have a bad temperature sensor. TS reads the temp of the coolant and turns the fans on when hot enough. Without it the fans arent controlled by temp. When you turn on the AC the fans always come on.

AnswerI had the same problem with my 1997 Mitsubishi ecplise. The shop tried to tell me that it is going to be alot of money to replace the temp sensor that is inside the head. We fixed it another way by wireing a switch to the sensor and we can turn the fans on when we need to, but it is just best to just keep them on when ever you turn your car on.
