It depends.
If you can find discount vouchers then before Christmas would be a good idea, then you can ask people for PS4 games as gifts.
However the cheaper choice is probably after Christmas, maybe sometime in January. It's no secret that shops inflate their prices around Christmas, so it may be cheaper afterwards, especially if the vouchers you find are still in date. However this means you'll also have to buy your own games as you wouldn't have gotten any for Christmas.
It's a tough choice.
The PS4 or the Xbox720 is not likely to come out anytime soon. If you want a PS3, go ahead and get one.
