If a scientist were being modest, or trying to describe theory in layman's terms, then yes, this might be an accurate description.

However, a true theory is backed up by scientific data and observation, so guess might not be an accurate term.

A good theory, like relativity or quantum theory, has so much observational data backing it up that it is barely a guess any more.
