Some would definitely say, yes. Hamsters are small creatures who don't need to be 'walked' with a leash or lead.
However, if you do plan on walking your hamster, a leash that fits might be a good idea so he doesn't run away. Which could be even more cruel, since hamsters aren't very equipped to survive the wild of the streets.
