If I read your question correctly the psychologist is not giving a professional evaluation in the civil case. If this is the case it is ethical for him to give an opinion. The fact he is a psychologist should have no bearing on the case. He could be a plumber, teacher, or fireman since it is an opinion.

What are the Consequences for treating a minor without consent?

The consequences are quite severe. Your insurance carrier alone will make it almost impossible for you to practice again. You can be brought up on assault charges by the parent or parents, you can have your medical license revoked, and without a doubt you will be sued to name a few.In cases where it is a medical emergency, ie life threatening injury, you have implied consent. This allows you to treat a child until the parents can be notified and provide informed consent.Sometimes medical reasons can fall in a gray area as to what is an emergency. In no way, and I mean ever, should a psychologist or psychiatrist, provide treatment to a minor without consent.A psychologist can get into trouble very easy when one parent who does not have custody brings a minor to be treated without the consent of the legal guardian. This can be especially true in the case of a custody issue. Especially if there treatment and testimony causes the child to be removed from the legal guardian. In a shelter care hearing a judge or magistrate will allow the psychologist to testify even if it was obtained illegally. This would not be allowed in a normal hearing. The psychologist would then be facing a lawsuit which could end their career and lets hope not put them in jail.Hope your not a psychologist and did all the above or your in for a life changing series of events.Other than that you should only treat a child without consent in an emergency situation. You should always assure you have written consent otherwise.

What are Medical examples of malfeasance?

There are many, many types but a few examples are: wrong diagnosis, delayed diagnosis, surgical errors, emergency room error, birth injuries, delayed diagnosis, missed diagnosis. Proving medical malpractice involves showing that one of these-or other-types of medical malpractice occurred because of negligence on the part of a medical professional.

Does a minor need parental consent to see a psychologist?

No. The problem you are going to run into first, though, is paying for the psychologist. They aren't cheap. My mother was a psychologist, so I know, and she worked on the sliding scale so many will not use. By the way, I look at your categories and I understand. I had the same obsessions. I wish you very good luck. I cannot say fulfilling those obsessions did me a lot of good. On the other hand, I am unsure anything else would have either.

Is 16 years old in Georgia age of sexual consent or parents have to consent to sex as in can a 16 year old just have sex but parents don't need to consent to it?

16 is the actual age of LEGAL consent of the individual engaging in the sex act. The parents/guardians do NOT have to consent or approve . . . however, as a personal aside, I strongly urge you think of the family's reaction and possible consequences.
