It is considered rude to tell someone to shut-up so in that sense it is never acceptable. Saying "Will you please be quiet I can't hear" is a nice way of asking some to stop talking. In a dire situation, one can also say hush to get the person to stop talking quickly. Pointing or motioning to why they need to be quiet may also help them quiet down.
