Politicians and the honesty are opposit to each other, in other words you can't find both together. Truly, all politicians that need a vote of some type to be come a president, governor, or ext., are not completely honest.
Why not try pooling all of the commissions into one lump sum and then divide it by the number of team members that meet minimum established expectations.
