You can have Skype on an ipod touch, there is an app for Skype. IF you have an ipod touch 3rd generation you can use you apple headphones that came with your ipod to talk to people and if you have an ipod touch 4th generation then you can also see people thanks to facetime.

No. But if you have an iPod touch you can download VOIP applications(voice over internet protocal) such as Talkatone(free), textfree with voice(semi-free), or skype(free skype to skype but needs paid subscription or credit for other phones) and use the app to make the calls if you have a 2nd or 3rd generation ipod(plus the iphone headset with mic) or a 4th generation ipod touch(has built in mic). It will still not work as well as a cell phone as it is really buggy, but if you primarily just text and use the phone occassionally than it will work well.
Skype on the ipod touch will not let you use video chat but you may still call people. If you have a 3g ipod touch with voice memos and speaker you will not need anything, if you have a 2g ipod touch that has just a speaker you will need a 3.5mm jack adaptable mic, if you have a 1g ipod touch without a speaker and mic you will need a 3.5mm jack adaptable headset with mic and speaker.
u need a computer. first download skype on your ipod. make an skype account on your ipod and a different one on your computer and video skype yourself. download manycam, and film yourself over skype through manycam. use that as your chatroulette webcam. i had the same problem. ENJOY!

To get it you have to upgrade to iOS 5 or newer and you can text all other iPod Touchs, iPhones, and iPads that have the app for free. If you want to text other devices other then Apple products, TextNow, Text+ and Skype are all good FREE apps that you can both text other ipods and phones. Many people say Skype costs money and it does . I use all of these, they all are great but I recommend Text+ where you can select contacts to text.
