No. But if you have an iPod touch you can download VOIP applications(voice over internet protocal) such as Talkatone(free), textfree with voice(semi-free), or skype(free skype to skype but needs paid subscription or credit for other phones) and use the app to make the calls if you have a 2nd or 3rd generation ipod(plus the iphone headset with mic) or a 4th generation ipod touch(has built in mic).
It will still not work as well as a cell phone as it is really buggy, but if you primarily just text and use the phone occassionally than it will work well.

The iPod touch is necessarily better, its different. The phone has more functions then a iPod does but using the phone as a game consul can cause your battery life to decrease drastically. Also the iPod has the ability to be used as a phone but only when you have wifi. So over all I say stick with the cell phone.
