If you are in the same class it would be redundant. If not, it would be rude to distract from their own graduate. Best would be to announce an Open House either on the day, or the following Saturday, or Sunday, with all your classmates and/or friends invited with their parents.

It is proper etiquette to only invite people to the shower who will also be invited to the wedding. If the couple is having a private ceremony with only family, then only invite family to the shower. If they are eloping and not inviting anyone, it would be safest not to have a shower because those at the shower would be expecting a wedding invitation.
If the ex brother-in-law is a personal friend, there's absolutely no reason why he shouldn't be invited. The graduate decides who she/he wants at the ceremony and shouldn't be coerced either way by family members.

It is possible your invitation was lost in the mail, misplaced before mailing, or yours was just overlooked by mistake. Have a friend or family member mention to the host of the shower that you haven't received an invitation if you do not feel comfortable asking for yourself.
