Tanking a heroic for the cataclysm expansion is intended to be difficult. Blizzard wanted to return to the old way of raiding and doing instances. Blizzard wants tanks to have to use Crowd Control (CC). Crowd Control is considered anything that will cause an enemy unit to not attack such as Sap (rogue), Sheep (mage), Root (druid), Mind Control (priest) etc.
They also want tanks to have mitigation, i.e Dodge, Parry, and Mastery. Tanks used to stack Stamina is Lich King, but are unable to do so in Cataclysm.
