Both awards require a service project which can be tough or easy depending on the Boy Scout or Girl Scout and the support they garner.

Yes there was! (by accident) Early on in the "Lone Scout" a few slipped through not knowing or asking if they were male. Also the "Venture Scouts" had a path to Eagle very early on in the organization that a few more females got, and got to maintain the award.
The highest award a Girl Scout may earn in Girl Scouts of the USA (GSUSA) is the Girl Scout Gold Award. The highest award an adult in GSUSA may receive is the Thanks Badge. For each level there is an award. It starts with Juniors who earn the Girl Scout Bronze Award, then the Cadettes earn the Girl Scout Silver Award. Then the Seniors/Ambassadors may earn the Girl Scout Gold Award. The process is very long but you know you helped your community and maybe even the world!
For Girl Scouts of the USA (GSUSA), you must have at least five girls as GSUSA members to have a troop or group.
For the GSUSA Bronze Award, you must be in grades 4 or 5 and a registered Girl Scout Junior. You must complete a Junior Journey. Then you start building your team, exploring your community, choosing your project, planning it, putting your plan in motion, and spreading the word about your project. There is a suggested minimum of 20 hours for the project.
For Girl Scouts of the USA (GSUSA), there is no honorary chair. However, the First Lady of the US is the Honorary President of GSUSA, a tradition that started with Lou Henry Hoover.
