Temperatures at or above 90 °F (32 °C) occur more than 40 days per year; overnight freezing can be expected over 45 days, but high temperatures that do not climb above the freezing mark are rare.Snow is not seen every year and averages 2.5 inches (6.4 cm) annually. The heaviest single storm brought around 10 inches (25 cm) on January 23, 1940. True blizzards are rare but possible; one hit in March 1993.Ice storms usually cause more trouble than does snowfall; the most severe such storm may have occurred on January 7, 1973. In 2010, Atlanta had its first white Christmas since 1882.

Extremes range from −9 °F (−23 °C) in February 1899 to 105 °F (41 °C) in July 1980. More recently, a low one degree away from the record, was observed on January 21, 1985.

Country or state? And what do you mean by "cold"?

If you mean Georgia the state, then yes, it can be cold there. The same with the country. However, because you don't give a real definition of "cold," it's hard to answer your question.

Temperature-wise, the lowest temperatures in Georgia are in the teens (Fahrenheit) in the winter. However, there are unusual years where the temperature range can fluctuate and dip into the single digits, or rise to unusual highs in "colder" months.

If you mean to ask if you will be cold, it depends on your relationship with the temperature. If you're used to 70° days, then the winter in Georgia will be a bit frigid. But if you're from the northern part of the US and you're used to the winters there, Georgia would probably be quite enjoyable.
