No not at all, each school are self governing in that respect, the government will give them a number of days that the school can be off per year, and then the school makes up there own time table for the year. It has become common practice however, for communities to group together and place all their holidays/ half terms at the same time, this means that while up in the North we may have 2 weeks off for Easter, down in the South an area may only have 1, but will then have an extra week at summer.
To answer your question it is up to a school to ask students to attend school during the summer, normally these will be booster lessons, and will be optional, however, increasingly schools are asking parents to treat extra days of tuition as real days at school.
