If the accident involved injury or damage to anyone including yourself then you are required to report the accident. If this person was responsible and you state otherwise when reporting it you are committing fraud, and possibly also perjury.
Illegal
no it is not illegal but is good to check first
No it is not. Unless it is a picture of someone using it. If it is a picture of someone using it they need to be turned in to the police.
No, although not illegal billing someone by postcard is not guarding their privacy and what person would want a bill on a postcard without details of the charges on it.
go immediately to the police if they are using illegal drugs.
Yes, but it is illegal.
Yes.
Text bullying is when someone goes out of their way to be mean, hurt or harass another person using text messaging. It is probably the most cowardly way there is to hurt someone and in some places it is illegal.
As far as I know calling someone the N word is neither illegal or slander. It's an insult intended to denigrate the person. It depends on the laws of the country that you are in at the time. In the UK for example calling someone a name using the "N" word constitutes racial abuse and can be treated under the law as such
No you can not be liable for him using the address. It's just like when someone lives in an apartment complex if a tentant is involved in an accident the apartment complex is not at fault. His name is on the car title and on the policy. If he is the person driving then he would be the person responsible.
Accident reports are usually filed with the police. They will interview the person and fill in the accident report using those details. A separate report is filed with the insurance company.
A hoax, in and of itself is not illegal. If it is used to steal property or injure a person, then using the hoax would be illegal and result in criminal charges and civil complaints.
