In the case of OBD II generation cars/SUVs and Gasoline Light Trucks (1996 and later), the required by federal law 8-year/80,000-mile warranty on emissions control parts must have expired; and a legitimate need for replacement of the converter or any emissions component must be documented.

Federal law prohibits removal or replacement of a properly functioning cat.
