Depends on where you come from and which ratings board has rated the game. If you live in a country where pegi rated games are sold technically it isn't illegal to buy them if you are under the age displayed, but it is in almost all well-known stores policies not to sell games to people under age. E.g i tried to buy Mirrors Edge (16 rated pegi game, i am 15) in asda/walmart and they said even though it ain't illegal to sell it to you im afraid its store policy not to. So my mum got it :P

Well a 14 year old can't walk into a game retail shop and buy it since you have to be 17+ to buy rated M game's.
