It's not actually illegal in the sense that there's a law against it, but most publishers only sell teacher's editions to schools (a publisher that indiscriminately sold the teacher's editions to students would find that a lot of schools would refuse to buy their textbooks at all, so it doesn't make economic sense for them to make a few sales to students if it costs them the hundreds of sales each school provides).
