You couldn't own handguns until recently. DC enacted ban in 1976, that banned many types of guns, but that law was recently ruled unconstitutional by the supreme court. In theory, you can now own any otherwise legal gun in DC, but I haven't heard any reports yet of what difference the SCOTUS ruling has made.
