It depends on the circumstances. There is no specific law prohibiting it in general in most countries. There are laws in many places that restrict such things, equally there are places that allow it.

Not if they give you permission. However, tampering with the mail (which include reading someone else's mail BEFORE they have actually received it) is a serious federal crime with penalties up to and including five years in prison.

If you read it AFTER they've received it, then that's a different matter and not an actual federal offense. It also applies only to US postal mail, not to, for example, e-mail, or private carrier (e.g.: UPS or FedEx) shipments.

Also, if the "other" is a minor, legally speaking the parents or guardians are generally regarded as having the right to make decisions for the child, including, if they wish, monitoring his or her mail.

Yes it is. Opening somone else mail can lead to imprisonment or a $ 5,000 fine or both. So don't open no one else mail. This is said by the Federal law.
