NO! Not unless it is a vehicle that was produced before the introduction of the VIN system. That would be prior to 60s. Otherwise it is illegal to sell a vehicle with the VIN tag missing.
NOT!!! Tampering with vin plates is illegal. But those things are just riveted on so a drill will take it right off.
Removing the VIN plate from a vehicle is not illegal. However replacing it with one you know did not originate from that vehicle IS illegal therefore you may face prison. If you need to replace a part on which the VIN is attached it is perfectly legal to remove the original and place back onto the replacement part. The VIN will then continue to show the correct information for the vehicle.
